RHODES FERRY PARK Conceptual Plan

 

Phase One: 652 to YOU

CPI began with a public engagement program called 652 to YOU, which is an opportunity for community leaders and residents to provide feedback about existing recreation experiences and infrastructure on or along the river, and to share ideas for their improvement by participating in a series of interactive activities facilitated by our team.

After completing 652 to YOU, Decatur received a report of the findings and a list of recommendations for how the community can make progress toward their aspirations. In addition, a list of potential projects was identified based on the community’s shared vision for their section of the Tennessee RiverLine. Decatur selected the Rhodes Ferry Park site as their priority placemaking project to study in Phase Two.

The following recommendations were outlined in Decatur’s 652 to YOU report:

  1. Continue Cultivating Paddle Culture

  2. Enhance Gear Availability through Outfitters and Rental Programs

  3. Enhance Waterfront Amenities at Point Mallard Park

  4. Capitalize on Opportunities for Place-Based Waterfront Corridor Investments

  5. Strengthen Decatur’s Connection to Wheeler Wildlife Refuge via Land and Water

  6. Enhance Equitable and Diverse River Access

  7. Leadership Development

  8. Leverage Existing Funding Opportunities, Advocate for New Sources


Phase TWO: CONCEPTUAL DESIGN

Project Goals

Based on the feedback received from Decatur’s Local Leadership Team as well as the community-wide survey, the Tennessee RiverLine Planning & Design team has identified 3 primary project goals that the design at Rhodes Ferry Park seeks to accomplish:

  • Provide updated, functional amenities to improve user experience

  • Celebrate the industrial landscape of Decatur through materials and design

  • Commemorate Decatur’s rich history with art and cohesive interpretation

The following are the key proposed improvements to the park that help to satisfy these overarching project goals:

  • Plaza and Tree Bosque at Park Entry

  • Riverfront Amphitheater and Cruise Landing

  • New Playground and Splash Pad

  • Comprehensive Augmented Reality Interpretive Signage Package

  • Covered Event Stage / Pavilion

  • Shipping Container Vending Area

  • New Waterfront Pavilion

  • Art Installation Along Railroad
